Begin by placing flour, salt, pepper, and baking powder in a mixing bowl and whisk to combine. In a separate bowl, mix milk, eggs, and sugar. Slowly combine the dry ingredients with the wet ingredients. Fold in broccoli, bacon bits, and shredded cheddar.
Drop by heaping teaspoons into 350° oil. Fry for about a minute and a half on one side, then flip over using a fork, frying for about another minute and a half.
