Soak channa dal for 3 - 4 hours. Drain channa dal completely and grind with ginger, garlic, chillies and fennel coarsely.
Mix chopped onion, coriander, salt, rice flour and curry leaves in ground mixture.
Make equal size balls uniformly and tap it to make flat; meanwhile heat oil in a kadai. Deep fry in medium flame and drain in paper towel. Serve with Coconut / Onion Chutney and hot tea.......yummmmm!!!!!
