Shift flour, salt and pepper into a mixing bowl.
Rub butter into flour mixture.
Add grated cheese.
Using a knife mix in milk, bit by bit, to make a stiff dough.
Roll out until fairly thin. Cut into long strips and twist carefully or make shapes with cookie cutters.
Place on greased oven tray. Bake at 450°F Fahrenheit (225 degrees Celsius) for 10-15 minutes.
Remove carefully to a wire rack to cool.
