Gather all the ingredients.

Oil & butter in a Dutch oven (3 1/2 US qt) over medium heat.

Add onion/carrot/celery and cook for about 10 minutes

Add potato/pepper/bacon/garlic and cook 2-3 minutes.

Sprinkle the flour over the veggie mix. Stir until sludgy.

Slowly pour in milk while stirring to dissolve the paste.

Make sure there aren't any lumps of flour.

Pour in the remaining milk. Stir in cream/frozen corn.
